This dramatic kinetic sculpture takes parking control to represent the unceasing challenge the council faces in balancing responsive public services with financial resources. The sculptural elements grow and shrink monitoring data from parking administration. The silver form changes to represent the gross revenue generated from parking offences, the green form changes to indicate the number of traffic wardens employed, whilst the blue glass form indicates the overall net surplus or deficit after paying staffing costs. There is a delicate balance between income the council generates from parking fines and the number of wardens they employ. Rapidly increasing the number of traffic wardens will dramatically decrease the number of parking offences leaving the council with high costs, and low revenue. .
